What the hell is wrong with my CPU?

Your CPU's multiplier is set to 6x. You should download a program like CPU-Z to see what speed your CPU is going. It may be throttled to go 6x when idle and 10x when under load. Only if it doesn't ever move from the 1.2Ghz mark.. go into your bios and find the CPU Multiplier setting and set it to 10x.
