Affirmative Action: States vs. Federal?

You confuse civil rights with affirmative action. They are not the same thing. Affirmative action is (was) a tool to achieve equality under the law where it did not exist. Many believe that tool is no longer necessary or useful. But civil rights and equality under the law is and always was valid, required, and correct.
