I have to nominate Denver, CO and probably the whole state. That's where I learned to drive and do the pot-hole polka. We have odd-ball winters - blizzard and below freezing followed by 40-50 degree temperatures, several times through a normal winter. Clear, sunny days followed by evening freezes because there is no cloud cover to serve as an insulating blanket. This exacerbates the cracking and splitting of pavement through the repeated freeze-thaw cycles.
