DEBATE: That we should prohibit building homes in natural disaster prone ares. Help?

Would you, if you are intelligent, build a nuclear reactor on a geological fault line ? or a mud hut on a flood plain, or an igloo on the equator..I ask these questions knowing that you would laugh ! So why do we still continue to build houses along the San Andreas fault, or erect anything in the Hurricane regions. (Typhoon Alley) lets face it..even the Russians have not constructed anythin near Chernobyl, because they know it`s dangerous. Thats why there should be a ban on building homes in areas WE KNOW are prone to disaster
